Yes, the actual 4th edition, the one from 1992, is now on OBS as a pdf and POD release.

Pity there are no Shannon Applecline histories for either.

For those who have access to older copies of Dragon Magazine, issue 183 might be interesting in that it has an article on how to use D&D characters on Gamma Terra and natives of Gamma Terra in a generic D&D setting. It is a bit of a conversion article, but much more about characters being flung between tangents.

It also might be useful in looking at heroes that move between tangents with very different laws of reality.
