Preconditions as described seem likely to occur in the Stellar Ring, too, and similarly place a premium on trafficable species, not to mention those of debatable sentience:

Agents of a Concord Wildlife, or Biosecurity, Service might lead an interesting life and make good player characters. Their mandate could be less to prevent creatures entering the stellar nations' reach from outside, but more to control circulation of relatively-known species between systems.

edit: The exotic animal scene seems to bring out bizarre cases and characters:

Miss Helen

A shark disguised by thieves as a baby in a pram and abducted from a Texas aquarium has been found and returned.


It doesn't sound as if the theft was intended for smuggling, but with several people involved, which may or may not have included the intended recipient with the big aquarium, that's colourably organised crime.

Some calls you don't expect:

Dutch jogger finds lion cub

The BBC ran an article "Why lion cubs are turning up across Europe". I could summarise it as "We don't know! Here's some pop culture references! Thanks for the click!", so I won't pass on the link, but mention a couple of interesting points:
  • Two more lion cubs were retrieved very recently from separate flats in Paris (along with several more distantly related cases),
  • Fortunately, one cub could be relocated to an animal reserve in South Africa.
So, some points for a possible game use,
  • Where there's one inexplicable animal, there are probably more,
  • An international problem may well benefit from an international solution, and the community's fairly small and willing to help.
